First of all, I would like to congratulate the golf course on two good days of business.
I wanted to have a discussion about the inefficiencies of the local government. It has long been the belief that local governments are best suited to provide local transportation infrastructure, sanitation, police, fire protection, and elementary/secondary education services. One prominent theorist (Tiebout) specializing in local government asserted that people will "vote with their feet" by moving to a locality that provides a better mix of taxes and services. Local governments try to keep people and attract more by offering attractive public services and amenities at reasonable tax costs. Of course, this theorist assumed that people can move to other localities without many burdens. Today, we know that some people cannot vote with their feet due to economic circumstances.
These local governments need revenue, and the biggest source of this revenue is the property tax. The main purposes behind local taxation is to provide services and create wealth. I believe all of us are very familiar with the providing services part. However, a local government should have policies that improve the well being of the local citizens. Also, there is a desire to increase the tax revenue of a community through business related decisions. However, it is paramount that these business related decisions lower the effective tax burdens on residents. Generally, the majority of the property tax burden falls on the residents of a community. This is because businesses usually receive tax relief as a carrot to come to a community.
Now to the inefficiency of our local government. Dayton has one of the highest property taxes in Webster County. Granted, some of this is due to recent infrastructure improvements. However, the golf course decision was a business decision that increased the tax burden on the residents of Dayton. As noted before, there was some questionable decisions that were made with regards to the golf course. First, there was no mention of possible private buyer. Second, the city could have gotten a much better deal than the $ 170,000 paid. Finally, the citizens are footed with the bill of the $ 107,000 loss last year. I would argue that some of these moves has hurt Dayton in being competitive with other communities. A golf course is a great asset to the community. However, other communities offer the same services at a lesser tax burden to their residents. This puts Dayton at a competitive disadvantage, which is part of the inefficiency of our local government.
We still have the full golf course season ahead of us to see how well the golf course does and what future decisions the Rec Board makes, as well as the City Council. In November, each resident will get to evaluate the decision-making of the Council and determine whether the Council made Dayton more competitive in the sense of offering the right mix of taxes/services.
The inefficiency of our local government has put us at a disadvantage to other communities in our area. Look at Gowrie, they offer all of the same amenities and others that Dayton does not have. Do not attack me and tell me to move to Gowrie if I do not like it here. Please note there have been other threats regarding Gowrie on this blog from people with opposing views. In visiting with several business owners and councilmen from Gowrie, they stated that they have worked hard to keep their costs down so that people could afford to live there. Just a note there are less homes for sale in Gowrie than in Dayton.
ReplyDeleteI read where the Rec. and Parks board didn't have a enough members to have a meeting last night. I know that people have busy lives, but when you take on this commitment, and by not meeting this commitment and you have this meeting where planning and ideas are to be made is held up then progress cannot be made. This could hold you back from obtaining your goal of breaking even or making money at the Dayton Golf and Country Club.

ReplyDeleteInteresting article in the Dayton Review. I read your article weekly and find it interesting and sometimes upsetting, but I know that we can all have different views. You and I are usually polar opposites in our opinions but sometimes we do agree. At times I do not agree I don’t hold that against you. As of late there have been some threats and repercussions from people’s differing views on the Golf Course. I again feel that I could and would have an open mind regarding people’s opinions. This is not the case in this circumstance. I received several telephone calls today asking if the reason for wanting people to put their names on their blogs is so that a bigger list can be made. I know that you are open minded enough to not do this, but this is not the case of some. So I disagree, I’m glad the D.O. exists and that people can blog with or without their names.
Because some do have a real fear of retaliation. Sad but true. By the way, I know you don’t own the Dayton Review.
I would never retaliate against someone that is against the golf course or anything else I believe in (even if I had the power to do so, which I DON'T)--and I honestly don't believe that anyone else on the council would either. JMO. There is no "Enemies List." I would--however--become defensive if someone threatened my family or me and I think there have been some very direct threats made--like "I'm going after you next." This whole situation has become very nasty and somewhat scarry and I wish we could--like the spring--experience some sort of "rebirth" in Dayton and start with a clean slate.
ReplyDeleteI just realized if I had any power at all I would turn off--or move--the siren next door. Macbeth goes CRAZY every noon. earsplitting howls. Screw retaliation--I'd make everyone buy a watch so the siren was unnecessary!

ReplyDeleteHow did these several people know who to call? I've followed this post for a long time and I don't know who I would call with questions about the blog and know not to be in fear of retaliation from that person.
I don't want to call anyone with questions, but it struck me as odd several other people made the same decision about who to call on the same day. It made me question the whole anonymity of this blog.

They know I do the same so they called this am and visited with me as they do on most days. This was just our topic for today no big deal. Sorry I'm in the same boat as you to who D.O. is. I don't really care either because I have found this blog educational and entertaining. The people that called are some that are feeling retaliated against or spied on. If you want to contact D.O. I believe there is contact information by email on the front of the blog. Sorry I'm not in the "Know" either. I'm just visiting with some friends.

ReplyDeleteThere are many comments on here, as recent as this weekend, that the golfers are thiefs and liars and are laughing about all the money they are stealing from the taxpayers. Well, I'm a golfer, I voted for the golf course (and would again); so I guess I fall under the accusation of being a liar and thief. I haven't lied to anyone - pride myself on being truthful. As a taxpayer, I'm very conscious of taxes and wouldn't rob from anyone no less myself. Seeing these are all false accusations about my character, I consider it slander against me. Seems like retaliation to me and all other golfcourse members and those in support of the golf course. So who's being retaliated against for speaking and voting their beliefs?
ReplyDeleteDayton Taxpayer: Yes I have been retaliated against for taking a stand. Not one that wants the golf course to fail, but one that does not want our taxes raised. Many false acusations have been made about my character. If you would know me and what I have tried to accomplish in this community over the years you would understand. If needed I could provide over 200 character witnesses. I have never attacked anyone by calling them liars and cheats, I have questioned some business practices but since you golf and are not a member of a board or the city council, I wouldn't even be questioning you, would I? So I take all of the negative comments made about my questions and my reasonings for them as a assault on my integrity. This could also be considered slander.

Let's get off this subject. What happened at the Park and Rec board meeting tonight? Did anything happen, good, bad or different.
ReplyDeleteBack to DO's post. It's funny that Dayton props up a business that has failed in the past, but hurts businesses that have had success by raising property taxes.
